Kara Mulvihill

Kara Mulvihill, a co-founder of Lark Environmental, Inc., is a land use planner who specializes in NEPA, natural resource planning, community outreach, and environmental permitting. Kara grew up in rural Indiana where she spent most of her time outdoors exploring, swimming, riding bikes, and playing. She’s always loved learning about animals and nature, and she knew at a young age that she’d be happiest with a career that let her spend time outside. 


Kara earned a B.S. in Public Administration with a major in Environmental Management from Indiana University, and a Master of Urban and Regional Planning (MURP) with a concentration in Land Use and Environmental Planning from the University of Colorado. Before co-founding Lark Environmental, Inc., she was responsible for the environmental permitting program for a large-scale oil and gas exploration company. Kara also worked as part of a team to complete extensive NEPA reviews while assisting with state-wide environmental compliance audits across the U.S. and its territories. Since then, Kara has continued to apply her planning expertise with and for Tribes across the Great Plains and Rocky Mountains in developing natural resource plans, comprehensive outreach strategies, and NEPA reviews for trust lands. 


When she’s not working, Kara loves to read, hike, and go on adventures – no matter how big or small - with her husband, two kiddos, and dog.
